Na manhã de ontem, 15 de março de 2021, aconteceu no Ginásio Poliesportivo José Ribamar Camargo em Cumã, o I Fórum Comunitário do Selo Unicef de Guimarães. O evento foi uma ação conjunta de todas as secretarias municipais, Conselho Tutelar e do CMDCA (Conselho Municipal da Criança e do Adolescente).  Teve por objetivo reunir a sociedade civil e o poder público para este momento de planejamento participativo, troca de informações e diálogo entre diversos membros da comunidade sobre políticas públicas municipais voltadas para crianças e adolescentes; discutir e apresentar propostas de estratégias e ações para o Plano de Ação Municipal pelos Direitos da Criança e do Adolescente, que será executado ao longo da edição 2021-2024 do Selo Unicef no município.

Na ocasião do evento, estavam presentes o prefeito Osvaldo Gomes, secretários municipais, representantes do CMDCA, Conselheiros Tutelares e representantes de entidades.

O prefeito Osvaldo Gomes disse que:

“O I Fórum Comunitário do Selo Unicef é importante porque reúne a os adolescentes, a juventude com as instituições e o poder público discutam políticas efetivas para o futuro das nossas crianças e adolescentes. Este momento é importante que consigamos o Selo que tivemos de 2017 a 2020 e vamos trazê-lo de volta mostrando sua importância para que possamos diminuir ou excluir as desigualdades”.

Para a coordenadora do CMDCA, Joyce Anne Moreira, o evento é de fundamental importância para a união dos poderes, instituições e sociedade na busca por igualdade e garantia de direitos das crianças e adolescentes.

“Reunimos diversos setores para realmente discutirmos as políticas públicas voltadas para as garantias de direitos dos nossos protagonistas que são as crianças e os adolescentes, direitos esses que, especialmente ultimamente, vêm sendo bastante violados. Precisamos trabalhar com muita união para que a busca ativa escolar, a vacinação, o nascimento, e todos os demais direitos sejam respeitados”, disse.

“Este é um trabalho intersetorial, onde todas as secretarias são envolvidas. E que se pensa em cada dia melhorar mais a educação, a saúde e a qualidade de vida das nossas crianças e adolescentes do nosso município”, disse Alice Sá, Articuladora Municipal do Selo Unicef.

Houve ainda recitais de poesias, exposições de livros, e houve a live no Facebook: “Elas cantam e contam Maria Firmina”.

Maria Firmina dos Reis foi a primeira romancista negra do Brasil. Nasceu na Ilha de São Luís, no Maranhão, em 11 de março de 1822 e morreu em Guimarães/MA, no ano de 1917. Em 1859, publicou o romance “Úrsula” considerado o primeiro romance de uma autora do Brasil. Em 1887, publicou na Revista Maranhense o conto “A Escrava”, no qual se descreve uma participante ativa da causa abolicionista. Parte da sua história de vida ocorreu em nossa cidade, onde ela escreveu grandes obras.
Foi ela, que fundou em Maçaricó, uma escola mista e gratuita para alunos que não podiam pagar.

Maria Firmina dos Reis participou da vida intelectual maranhense: colaborou na imprensa local, publicou livros, participou de antologias, e, além disso, também foi musicista, compositora e folclorista.

Na Secretaria Municipal de Cultura houve uma roda de conversa com as fazedoras de esporte do município, finalizando o dia com um PodCast realizado no Farol do Saber pelo Conselho Municipal de Direitos das Mulheres (CMDM), onde foram abordadas temáticas que envolvem o dia das mulheres.

In terms of ministerial positions held by women, only Tunisia, Bahrain and Morocco have more than 20% female ministers, while Saudi Arabia and Lebanon continue to have an all-male cabinet. Apart from Tunisia and Israel, no country in this region has had a female head of state in the last 50 years. Parity in Economic Participation and Opportunity in Latin America and the Caribbean is at 65.2%, the third-lowest regional score, ahead of the Middle East and North Africa as well as Southern Asia. Yet it marks an 0.7 percentage-point improvement since the last edition, with all countries except four improving their scores. Jamaica, Honduras and the Dominican Republic have seen the most progress on this subindex since the last edition. These three countries, along with 14 others have improved their parity scores in estimated earned income since 2022.

Com a finalidade de promover a preservação dos valores culturais, sociais e econômicos decorrentes da influência negra na formação da sociedade brasileira, a Fundação Cultural Palmares, lançou o edital de Seleção Pública nº 01/2021.

O presente edital teve por objetivo selecionar 200 (duzentos) membros de Comunidades Remanescentes de Quilombo e Povos de Terreiro para realizarem curso online de capacitação em estética feminina, manicure, pedicure e nail design. Além da capacitação, os candidatos com melhor desempenho no curso online de Capacitação em Estética Feminina, ganharão um kit para iniciar seus trabalhos.

 Em Guimarães foram selecionadas 17 mulheres. São representantes das comunidades Quilombolas de MACAJUBAL; CUMUM; BAIACÚ; SÃO BENEDITO DE CARATIUA e do Quilombo de PORTO DE BAIXO.

A coordenação de Igualdade Racial, inserida nas políticas da secretaria municipal de Assistência Social, teve o apoio da secretaria municipal de Educação que cedeu os espaços com internet a fim de que as alunas da zona rural pudessem ter acesso aos cursos.

A prefeitura de Guimarães através da Secretaria Municipal de Assistência Social e Desenvolvimento Comunitário, deu início a Mobilização para participação da Campanha de Autoidentificação dos Povos Indígenas.      

Desde o dia 07/02/2022, instituições públicas tais como: SASDECOM (CDC, CRAS, CADUNICO, Câmara de Vereadores, CREAS, SAN, CGCAIPD), SEMUS, SEMED e ACS têm se unido para a divulgação da campanha no município que já realizou a busca nas comunidades de Cumã, Araoca, Genipaúba e Boa Esperança.

Houve ainda reunião institucional com setores envolvidos; encontro com lideranças e poder público; reunião para mapeamento do município para identificação dos Povos Indígenas; calendário de atendimento exclusivo para os Povos Indígenas pelo CRAS e Planejamento das ações in loco.

“Guimarães é um dos 30 municípios maranhenses que tem população indígena e exerce uma importância muito grande. Quero parabenizar o prefeito por apoiar essa mobilização, que é fundamental para que possamos chegar ao mês de Agosto com todas as comunidades bem articuladas e autodeclaradas”, destacou o Assessor Especial para Assuntos Indígenas da SEDIHPOP, Francisco Sousa.

“Buscamos fazer um resgate da história e identidade indígena do município de Guimarães, compreendendo como essa identidade ainda está presente nas comunidades. Assim eles poderão acessar direitos e recontar a história do município a partir dessa diversidade étnica”, destacou Amanda Costa- Secretária Adjunta da SEDIHPOP.

Além das entidades, instituições e secretarias, a busca teve a participação do prefeito Osvaldo Gomes que pontuou:

“Em toda a história dos 264 anos de Guimarães, só ouvimos falar nos negros e portugueses, porém antes dessas etnias os índios tupinambás também construíram sua história aqui. E nós vamos resgatar esses valores dos nossos povos indígenas”.

Dando continuidade no trabalho de busca ativa a equipe do Estado da SEDHPOP retornará ao município no mês de abril de 2022 com uma agenda nas 04 comunidades já para construção da ata e assinatura para autodeclaração dos Povos indígenas no município de Guimarães-MA.

Será instituído através de decreto municipal uma Comissão Intersetorial de mobilização dos povos indígenas no município com representantes do poder público e sociedade civil envolvida.

SEDHPOP

O programa foi criado pela Secretaria de Estado da Educação (Seduc) com o intuito de conceder apoio técnico-financeiro a municípios, para estimular a implantação de escolas em tempo integral nas redes municipais.

A ação tem como objetivo promover a melhoria do fluxo escolar e a elevação dos indicadores educacionais em todo território maranhense, inclusive em Guimarães.

Na ocasião, estavam presentes a secretária municipal de educação e articuladora geral do Programa Mais Integral, Marinilde de Deus Machado; a diretora de ensino e planejamento Sandra Cardoso Maia; articuladora pedagógica do programa Silvia Cristina Santos; a articuladora financeira Ana Lucília Melo.

O evento conta ainda com a participação dos professores que foram escolhidos, selecionados e convidados além de toda a equipe técnica da SEMED.

O município de Guimarães esteve presente no Encontro de Povos Indígenas Ximukàn Zanerekohaw – Tecendo Resistência, realizado no último dia 19 de fevereiro de 2022. O evento foi uma iniciativa do Instituto Ximukàn Zanerekohaw e do povo Tremembé da Terra Indígena Engenho, que fica no município de São José de Ribamar, com parceria da Secretaria de Estado de Direitos Humanos e Participação Popular (Sedihpop) e de outros órgãos públicos e entidades da sociedade civil.

Durante o evento foram abordados temas sobre direitos e desafios dos povos indígenas, para o encaminhamento das demandas específicas de cada um desses povos.  Diversos territórios do Maranhão, em contexto urbano ou rural participaram da programação que trouxe debates sobre políticas públicas e também atividades culturais.

O encontro foi realizado no Sindicato dos Bancários e a coordenadora de Igualdade Racial da Secretaria Municipal de Assistência Social e Desenvolvimento Comunitário, Simone Cunha esteve representando o município de Guimarães acompanhada pelos representantes dos povos Tupinambás de Guimarães Elenilde Rabelo Silva e Alexandrino de Jesus Bispo Campos Filho.

Na mesa de abertura, foi pautado o Estatuto Estadual dos Povos Indígenas do Maranhão e o Sistema Estadual de Proteção dos Povos Indígenas.

No sábado (19), as atividades aconteceram no Território Tremembé, em São José de Ribamar. Na oportunidade foi realizada uma mini trilha no território com o intuito de conhecer a importância da luta coletiva, a autonomia, a gestão territorial e ambiental do povo Tremembé, assim como dos demais.
